RETAIL AVIATION FUEL FACILITY REQUIREMENTS

To: AVIATION FUEL FACILITY APPLICATION

Oregon Administrative Rule 738-025 establishes clear procedures for situating a nonretail facility on Oregon airports for dispensing aviation fuels.

Before construction has begun or installation of the fuel facility initiated, the airport owner or proposed cardlock fuel facility operator must submit an application to the Oregon Department of Aviation. The application must carry the airport owner's signature, and presence of this signature will serve as proof that the proposed construction and/or cardlock facility installation has been approved by the airport sponsor.

Upon receipt of a complete application from a new applicant, Oregon Department of Aviation shall process the application and issue a permit to the owner or operator of the proposed cardlock facility, giving necessary state permissions to proceed with construction and installation. The State of Oregon permit must be sought by owner/operator in addition to any other applications, permits or other requirements of federal, state or local authorities with jurisdiction over such facilities.

Upon receipt of a certificate from Oregon Department of Aviation, construction and installation work may begin on the cardlock facility.
