State Aviation Board

The State Aviation Board consists of seven members, with primary responsibilities that include advising the Oregon Department of Aviation on policy issues, working with aviation staff to develop Administrative Rules, and evaluating the performance of the Department Director. Pursuant to ORS 835, the State Aviation Board is also responsible to incorporate as part of its program a definite plan for the development of airports, state airways, airplane industries and aviation generally in Oregon. Through the Department, the Board cooperates with and assists the federal government, the municipalities of the state, and other persons in the development of aviation activities. In the event the Board is unable to agree on an issue, the Governor has the right to vote as a member of the Board.

Oregon's Governor appoints the membership, each of whom serves a four-year term with a maximum of two terms. Law requires that members be appointed with consideration of the different geographic regions of the state, with a requirement that at least one member of the State Aviation Board must be a resident of the area east of the Cascade Mountain Range. In addition, statute requires that not more than four members may belong to the same political party. (Party affiliations must be determined by the appropriate entry on official election registration cards at the time of appointment.) Board members are required to represent diverse aviation interests from both the private and public sectors.

Statute requires that the State Aviation Board meet, at a minimum, once per quarter. From July 2000 through December 2002, the Board met monthly at locations across the state of Oregon. Starting January 2003, the Board chose to transition to a new schedule providing six bi-monthly meetings per calendar year.
